I'm new here, anybody can give me any advice about how to look for good urban planning program specilized in the application of GIS, both master and phd. I'm a little confused here

Welcome from the Great State of Ohio! Many planning programs have specialties in GIS, it really depends on what you want to do with it. You can also go the computer programming route, which is a whole different beast.

Hello from Huizhou, China!! You might want to get a Planetizen guide or ACSP guide. They have rankings of planning schools in regard of different specialty. I'm sure they have GIS.
