    Parking Lot Locations

    Does anyone have any experience with regulating the location of parking lots? Specifically, we are looking at requiring parking lots for Commercial/Office uses to be located behind the building rather than next to the street.

    ....parking lots for commercial/office uses shall not be located between the primary use and the ultimate right-of-way.

    You can also throw in a maximum bldg setback too so that a parking lot can't fit in the front.

    Not something that is hard to regulate, just spell it out in your ordinance..."we want parking in the rear yard not the front."

    Our regulations are incentivized for parking:

    g. Mitigating the impacts of parking lots:
    1. As a supplement to the parking lot landscaping standards contained in the Zoning Ordinance, a minimum percentage of the overall interior area of a parking lot (as measured by the exterior perimeter) shall be dedicated to landscaped areas (to be included on the landscape plans) with ground cover, shrubbery, and trees, as appropriate, as follows:
    i. 10% on parking lots located in front of the principal building or on otherwise vacant lots.
    ii. 8% on parking lots located on the side of the principal building, set back from the front boundary line at least even with the front of the principal building.
    iii. 5% on parking lots which are located at the rear of the principal building and largely obscured from the road.

    Please keep the market in mind, particular suburban office park type development. The tenants preference is ALWAYS to have 360 degree parking.

    An urban setting is different.

    If the intent is to not have to look at a large parking field, why not just require landscaping and berms?

    Not being a contrarian per se, just letting you know what the market prefers where I am.

    We would also have trouble dictating parking in back in our market. We have worked some incentives/disincentives into the zoning code, but do not prohibit parking in front. We do require good landscaping.

    The City of Atlanta has some zoning and SPI districts which restrict or limit surface parking at the front of the lot. One example is the Midtown SPI: http://www.midtownalliance.org/plann...nd_use/spi.htm
    I believe that the City's Neighborhood Commercial zoning category prohibits new parking in front of buildings, but the link on the web is under construction.

    Olympia WA has an illustrated code that limits parking lot locations... I think the specific section you would be looking for is on the following link:


    In case the link doesn't work... it's in Chapter 18, under building design or something.
