    definition of an enterprise zone

Can someone give me a textbook-like definition for an enterprise zone. I've been pulling my hair out trying to find a definition. Thanks.

    What is an Enterprise Zone?

An enterprise zone is a local-option, and economic development tool that allows a community to partner with the State to offer a package of local and state tax and regulatory benefits to new or expanding businesses in economically distressed areas.
“As soon as public service ceases to be the chief business of the citizens, and they would rather serve with their money than with their persons, the State is not far from its fall”

Which is why we recently approved a new enterprise zone on the north part of town (read: not economically depressed), for a collection of cardiologist to build their new state-of-the-art cardiac "action news" trauma/treatment" mega-hyper facility 3000. All building/construction materials were purchased sales tax exempt to complete the project thanks to the well justified and much needed enterprise zone.
Dude, I'm cheesing so hard right now.
