    I'm reading a proposed drainage ordinance and I come across this direct quote:

    "If any of the following items are deemed to be insufficient, ..., the approval will not be approved."

    1) Why do engineers try to write ordinances?
    2) Why would communities hire engineers to write ordinances?
    3) Does anyone actually write in the active voice anymore? The middle voice? The passive voice?
    4) How did I get stuck editing this POS?
