This is a victory? A defeat means that health risks are diminished. A victory means that health risks are increased.

Remeber.. it's also a victory if the Kyoto protocol isn't ratiffied...
The reality is that it's a victory for the US corporations that would be negatively affected by such enviromental nonsense!
