I applied for a position with the TTC and the City as a policy analyst. I don't know how much more I can take now if I am not gonna get experience.

Welcome from the Edmonton region! Try looking for jobs on the Prairies... they are plentiful and may be easier to get in a junior type position.
I tried a few jobs out in Calgary and that's it. I know I sound picky but I figured Vancouver/GVRD would be hiring tons of people since the Olympics are just around the corner.
