    Application/Pending Cases Lists or Notification

    Does anyone have a process or procedure for notifying people about new applications received by a planning department, or all pending cases? We often get requests from people who would live outside the notification area for a particular property to be notified when an application is submitted for it.

    For example, there are people who want to know when any apartment development applications are submitted, or any requests for an exception to the architectural standards, or a subdivision near their home. We only notify as required by state law, property owners within 200 feet of cases considered at public hearings. Subdivisions or plats usually don't have any notice required, and people way across town may be concerned about a proposed apartment or gas station, but wouldn't be mailed a notice.

    Once the application is made, it's all public record, and so they are welcome to look at the file and see what is proposed. But, we don't have any way to tell them the application has been received. So, we get calls every two weeks or so (just after every new submittal day) asking "Did anyone apply for this or that or whatever".

    Does anyone have another system where people can find out about applications they wouldn't be notified about, or a list of all pending cases?

    To the best of my knowledge, the only exceptions we make to the standard legal notification is that we will also notify the "president" of any recognized neighborhood group that is adjacent to the proposed development. We "recognize" any neighborhood group that tells us they exist and provides some contact and boundary information.

    Otherwise, the first time someone will hear that an application is pending will probably when they see the newspaper notice, see the signs on the property, or visit the city's website looking for P&Z or City Council Agendas.

    Sometimes, people call asking for general information, and maybe some of those calls are about classes of zoning cases pending.

    If someone asks for notice, we place them on the agenda mailing list. Not for specific types of applications (that becomes work), but the entire agenda--without the package of reports. In my community, the local Homebuilders have asked. A way around this is to post your agenda on a web page.

    Yeah, we do e-mail the agenda out to a mailing list, and post it online. But, a case may be submitted and pending for weeks before it is placed on an agenda. And, the agenda is only sent out about ten days ahead of time. Some people want to know about it the day it hits my desk. They want lots of time to prepare for the hearing and research the proposal.

    A number of ordinances I have written provide that anyone may ask to be placed on a master mailing list (a list that already includes agencies, like the local school district, that get all notices) provided they are willing to pay an appropriate annual fee. I have never seen these lists divided in such a way that a person gets only notices about apartments, etc. It is always up to them to sort through notices.
