Texas: planning commission double as board of adjustment?

By law, can a Planning and Zoning Commission serve as the
Board of Adjustments? Would this be a conflict of interests?
Would such an arrangement be a good one in a town of 3700?

    Hey Texas Planners

In small towns, it is very hard to find ten or more dedicated and objective volunteer board members. Planning/zoning is a very different way of thinking than adjustments, but it can work. Remember that the two are separate: You will still have two boards and two agendas--just the members would be the same. Many places have at least one representative from each serve on the other.
