There are not many small towns that use performance zoning exclusively, but many have adopted a performance approach to specific problems. You can use some principles of performance zoning to address re-development issues, but remember that no amount or type of regulation is going to stimulate economic development, and that extremely stringent regulations and booming economies often go together quite comfortably.
The first thing you need is not an incentive system, but just plain old clarity about what's desirable, expressed in the form of a good comprehensive plan. With a plan in place, you will have some defensible ideas about what type of economic development is realistic and where development can occur.
