    Hillside development (residential or vineyards)

    I am grad student at Cal Poly San Luis Obispo doing research
    for my thesis. Does anyone have any information on zoning
    ordinances for hillside development for either residential
    or vineyards? Or any information on safety (seismic, flood,
    or landslides) due to hillside development? Or any info on
    environmental degradation due to hillside development?

    This is a hot topic west of Madison, Wisconsin. The focus here is on not wanting to see homes developed on the blufftops, as well as safety/public service provisions. In 1995 the Village of Mazomanie had a referendum passed on it, limiting development above a certain elevation -- not the best of solutions. The Village of Cross Plains adopted a different set of rules which discuss slope, etc. as criteria for development. The Wisconsin Riverway Commission has a set of policies which deal with the issue of aesthetics. Steve Born, at the UW-Madison Dept. of Urban & Regional Planning has been involved in some of these.
