General Accounting Office study on federal impact on sprawl

In 1998, Senators Levin (MI) and Jeffords (VT) requested that the General Accounting Office determine what impact federal programs have had on urban sprawl. The study was to be completed by spring, 1999. Has anyone heard of such study and more importantly, the findings of the study???

General Accounting Office Study on Federal Impact on Sprawl

You can find the report (it's big) on the GAO website. The report doesn't really conclude much of anything. It basically summarizes that the federal impact on sprawl is unclear. Brilliant work from the fed's.
