Does anyone have any expertise in overlays , as they relate to City zoning, infill, and re-development activities? I am Pres. of our Homeowners Assoc. and the City I live in is revising their 1985 land codes. We are being asked to "buy into" an overlay that we feel does not protect us, and the turn-around time is a few days before the first reading of the proposed code . I would appreciate any input. HELP!!!!
