May I suggest a little reverse plan-psychology? Rather than stressing why comprehensive planning would be great for the town, why not show them what would happen if the DON'T plan? I'm sure there a plenty examples of other cities in which growth disasters have occured. Sprawl is on everyone's minds nowadays, especially small and rural towns. If they don't plan for growth, they're going to burst at the seems. Some of the bedrooms communities of New Orleans are quickly becoming suburbs and soon enough, urban areas in themselves. If that doesn't work, kick them out the community and get some new people.
