    Pros and cons of flag lots

    The Littleton, NH Planning Board is currently discussing creating minimum lot frontage standards in its zoning ordinance.

    Of current concern is the creation so-called "flag lots," especially in the residential zoning districts.

    I'd be very interested in hearing any views others have regarding the public and private costs and benefits of flag lot development.

    I'm trying to send e-mail your way, but for some reason anything sent to the littleton.nh.us domain bounced back, either because the hostname can't be resolved, or for "transient failure," whatever that means. If you have an IP number for the hostname (four numbers, separated by dots), email sent with that as the domain address may work - do you know what it is?

    Flag lots are always a concern, especially if they are isolated. As you well may know, flag lots are common in rural areas, although they exist in municipalities, too. FI think you are going to have to analyze potential problems with flag lots in the context of your community. Are there many of them? What kinds of problems or opportunities do they present? If you choose to allow flag lots, they should be regulated by well-defined standards - standards that include such things as the length, width and linearity of the "panhandle" or "flag pole" access drive. You should also determine who will be responsible for the cost and construction of utility connections. Also, to what standards should the access drive be maintained by the property owner. You could even provide for planned flag lot subdivisions subject to your subdivisions standards (with necessary modifications, of course).
