    Also, APA has some books and literature on the role of Planning Commissions and Commissioners. They also have a web site.

    Yesterday in our small community, concerned citizens
    : gathered to discuss the future of our county. One of the
    : issues which evolved from the meeting was the need for a
    : Planning and Zoning board. My question is: Where might I
    : find information or suggestions on establishing a board in
    : a Class 3 community?

    : We have identified several critical steps to reach our
    : goal starting with developing a position paper on the
    : benifits of having a Planning and Zoning Board for
    : presentation to the county commissioners. While the
    : individuals at our meeting represented a cross section of
    : the county we fully expect a battle and want to prepare a
    : strong offense going in. Any advice on establishing a PZB

    Ron,
    Your county may not be ready for a planning and ZONING board. In the 70's I was with a planning board in North Carolina without zoning jursidiction, meeting at least 6 times a year to discuss planning and development issues. Having a planning group gave the community points with a state economic development scheme on rating different areas. We started with determining what was needed for quality ecoomic development. We progressed into a forum for review of transportation and public facility plans with recommendations to the county commission, and finally to a sketchy land use plan. We tried subdivision regulations, which were soon repealed. County zoning was not attempted due to the political climate, but zoning for the two cities in the county extended into their unicncorporated fringe areas. There are a number of ways to achieve better governing practices and direction for development. We applaud your effort.
