As someone who works for local government, I think that education is not the whole solution to this problem. Local officials are not stupid or naive; they take a narrow point of view because that is what most of their constituents demand. You don't get elected to a suburban city council by being concerned about the problems of the inner city. So long as land use planning is done only at the local level, as it is in many states, it will never be effective at a regional level. Turf battles will always get in the way.
