Both Oregon and Washington require shoreline zoning that reflects certain planning goals, ranging from very urban to conservation settings. You can get a copy of a shoreline planning handbook from the Washington Dept of Ecology in Olympia. You might want to look for cities that are about your size in those two states and obtain copies of their plans and regulations.
