Help Needed- Public Facility Development Standards

I need help finding planning development standards for the following public facilities in terms of employees per 1000 residents, building area (in sq.ft) and land area (in acres) of facility per 1000 residents and service area (miles-radius) of the facilities for a city of 30000 population;

1. City Hall
2. Police Station
3. Fire Station
4. Library
5. Middle School
6. High School
7. Community Center
8. Parks
9. Trails
10. Recreation Center

I have some raw, uncited information from the city

3. Fire Station

I don't know of any communities using "firefighters per 1,000 population."

More practical is the NFPA rule (don't know which #) of 2 men in, 2 men out.
I don't think it matters if they are engine, truck or rescue company.

Under "Fire Suppression Rating Schedule" then "Minimum criteria for Class 8B"
Specifically, to get a rating of Class 8B, a community must meet these requirements:

An average of at least six firefighters must respond on first-alarm responses to structure fires.

Not aware of a specific standard but more of opportunites for locating.
Example from my fair city - along levee, rail-to-trail, riverfront, connecting parks.
