As addressed in our zoning code:

SWIMMING POOL -- A structure, either permanent or temporarily designed, for the purpose of wading or swimming and holding more than 100 gallons of water.

All private swimming pools shall be enclosed by a permanent fence of durable material at least four feet in height.

Check the national building code, it is covered in great detail there. Technically, you don't require anything else.

From my fair city's ZO -

"A six foot impassable fence shall surround all swimming pools, all accessories thereto, and all entries thereto. Swimming pools shall include but are not necessarily limited to pools over two feet in depth at any point.
Swimming pools shall not include lakes."

I think the building code should provide ample fencing requirements for safety and access control. Personally, I wouldn't spend a lot of time getting fancy with minimum pool fencing standards... there are bigger battles to fight.

We don't do building permits in my office, so I don't have a copy available to me. I'll drop a friend an email and get back to you.

I am nearly positive it is covered, as we argued this out with the province before i left.

Our state has more stringent requirements than the Building Codes, outlined in the statutes. You may want to check your statutes, as well.

I know our town thinks the pool fencing issue is one of the "bigger battles" since it seems more and more parents are sadly negligent in watching their children around water. Because of the number of drownings ZO's are being re-vamped to essentailly protect people from their own stuipidity. Ours is six feet of fence with self-closing/latching gates. If it's view fencing it gets more in-depth.

I'm curious to see this cutting edge "Best Practices in Pool Fence Standards". It certainly is a noteworthy public safety issue. Have a link to your standards?

In my research over the past few days, I have found that Australia has very strict requirements for pool fencing and have recently introduced legislation which addresses fencing older pools. Each state has its own legislation. Some of the links I found are:
