Revitalization without gentrification

Critics of inner city revitalization projects often claim that redevelopment benefits affluent outsiders who displace needy residents. There is truth to the claim but can anyone point to US examples of revitalization in inner city neighborhoods in which gentrification did NOT significantly occur?

I think Boston is pretty good at this, that is not to say that the cost of living is not out of control, but there are many neighborhoods that have been redeveloped and made the transition without entirely displacing the residents and character of the neighborhood, i.e. North End, Dudley Square, East Cambridge. Maybe these aren't exactly "inner city" neighborhoods, but I think they are worth looking at.

Southeast Florida would be an interesting case study. Some bad examples would be Vero Beach and West Palm, and the impending CRA in Riviera Beach. On the other hand Delray Beach and North Miami are somewhat successes, and Fort Pierce has made some progress on Avenue D (though it still has a long way to go). All of the cases involved redevelopment of historically black neighborhoods

the first link is a community handbook for addressing such issues, the latter is an organization in chicago which pursues the goal of (re)development within a poorer urban area of their city.

To a degree, rent control in New York City has prevented the displacement of some residents when the market clearing price increases. I doubt it would be a "significant" amount, however.

We have a suburban example. One of our councilmembers started holding neighborhood meetings. The neighborhood wanted a cleanup. The Police started getting junk cars out of the front yards. The City is rebuilding the neighborhood park which had deteriorated to a point that neighbors thought they were "abandoned." Neighborhood watch was started.

Ultimately, this will increase the cost of houses, and the people who live there will not be replaced by an equivalent household when each unit sells. But, for now, the residents have not yet changed, and the neighborhood is seriously revitalized.

The key was a concerned Council member, neighborhood meetings, and the City resolving the problems identified in the meetings.
