How to write RFPs for comprehensive land use plans

Looking for sample RFPs for Comprehensive Land Use Plans. Any suggestions would be appreciated. Thanks.

I might suggest flipping through the "Kiosk" Subforum... there are several RFPs posted in there from cities of all size and covering many subjects.

"Oh, that is all well and good, but, voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same way in any country."

The APA website is a good source as well.

I've got one at work for a Downtown Master Plan--it'll have at least some of the components you are looking for and some of the boiler plate stuff that goes in just about any planning RFP.

Sadly, I'm off today... So you'll have to wait til Monday.

I've attached the RFQ and RFP for our Downtown Master Plan. You should be able to pull a fair amount of stuff from it to get a good idea about doing one for a Comprehensive Plan.

These were not the final versions, but they were the fastest PDFs I could find.

I would add that you should check the state statutes for comprehensive planning to see what is required in the comp plan, what is permissible, and so forth. (When we did our last update in 1999, we included large sections of the statute right into the RFP --as an attachment.)

I would also ask them to express how they would foster public participation, which is the hallmark of a representative planning process.

    Good luck!
