    the blocks seem too regular to be an old school middle eastern city.
    the red brick however denotes medeteranian.
    looks like there are lots with destroyed buildings.

    I find it to be truly sad that the Castro Brother's regime won't allow their country's residents to engage in such counter-revolutionary activities as acquiring the materials to maintain their houses (this neighborhood is only a few blocks southwest of their national capitol building) and has not for nearly a half-century. Rebuilding these architectural treasures will be a daunting task once things open up and I consider it likely that most of the city will have to be torn down before rebuilding as they are so far gone.

    IMHO, the 'red' in the roofs of some of the buildings is likely accumulated algae from the rain that often falls in the tropics.

    The vast majority of the buildings in every other city mentioned by the respondants are in good condition.
