Livestock and A-1 zoning in city limits

Our City Code bans livestock in city limits but defers to that which is allowed in the zoning ordinance. The zoning ordinance allows riding stables as a use for A-1 but has no other reference to livestock as allowed or not allowed. Is it implicit in A-1 that livestock would be allowed? Is that a universal understanding?

    Define livestock and pets

Our jurisdiction is approaching similar concerns - what animals are appropriate as pets in urban living conditions. But our code is fairly explicit and restrictive in defining livestock and non-pet animals from pets in (non-ag) residential districts. Nearby jurisdictions are more flexible in allowing some 'non-traditional' pets (pot belly pigs, chickens, rabbits, etc.). Minimum lot size is another key parameter in any of these codes. We are looking at balancing a substantial volume of code enforcement complaints with a loud call for more flexibility in defining appropriate pets on smaller residential lots.

I say riding stable is the ONLY livestock allowed.
