    Don't forget subdivision regs- many communities have subdivision ordinances that require a particular percentage of any new sizeable development to be affordable housing.

    I know that some communities even target their affordable housing to a particular employment sector - NYC and teachers, Red Hook, NY and firefighters, etc.

    Inclusionary Zoning is a useful mechanism for creating incentives for affordable housing development. We've got quite a few cities in Mass that have it, and we're pushing for the city I work in to adopt it as well.
