    This is just a guess

I don't know a lot about how you would do that in a developing country. But I would guess that you would start with a long range plan. You would need to analyze the existing system first. Then move on to recommendations for projects, etc.

At the 17th Annual EMME/2 User's Conference held in 2003, there was a paper presented on rapidly creating a transportation model based on very poor data (which was all there was available) for a city (Sarawak) in East Malaysia. The Powerpoint presentation for the file is available online at:

    http://www.inro.ca/en/community/pres_pap/index.php?conf=17th+International+EMME/+Users'+Conference&conf_no=17

The presentation isn't very informative on its own (Powerpoint presentations usually aren't) but I would try to get in touch with the authors of the paper. The host of the website (INRO) would probably be able to direct you to the authors. I think it would be useful to get in touch with the authors, as you will probably encounter the same sort of issues in getting started from scratch. I think a transportation model such as this would be an important early step for you, as once you have it up and running, you'll be able to assess what is happening at the moment, and possible scenarios for the future.

I would agree. I would start by collecting data on the existing system (i.e., traffic counts, roadway characteristics, bus service, travel patterns, etc.). Step two would be an ongoing analysis of current building/development projects. Step three would be the development of a long range transportation plan. However, staffing shortages may not allow you to ever get to step three.

I do this for a living...typically one would start out by doing the things you listed (traffic counts, roadway characteristics, etc)....then use that information to project future traffic, and traffic patterns...then analyze the information...form conclusions and summarize them into a report...then submit it to a town or city for review. In a very brief nutshell that is a general example of one task that a transportation planner would do.
