Do you have a better breakdown of the uses inside? Is it one large big box type retailer or a combination of different types of retail use summing up to 180,000 sq.ft.?
Any answer you will get is going to have to be taken with a grain of salt; a lot of people may be wary of responding for that reason.
I'd suggest finding a book like these, and figuring it out yourself. There are no simple answers.

It will be a medium box anchor (Kohl's) of about 80,000 sq ft and a strip of other retail yet to be determined of about 100,000 sqft. Local population of 30K and about 150K within 50 miles.

Thats why I suggest he doing his own research, then reminded him that there were no simple answers. I know our modelers live for people to ask them that sort of stuff. For my applications, I try to keep things simple (I work on the project programming, finance, and selection end).

They have hired a local engineer. Kohl's is just leasing and the developer is out of AZ.

Since this is a shopping center, using the ITE shopping center makes sense, especially when it will show more trips overall in comparision to the study that Kohl's is using for their stand-alone stores. However, if this is phased, you might want to look at it differently.
