when applying to a position should one be concerned that there are multiple openings are various levels in the department? does that typically mean that they cleaned house? is cleaning house like that common?

Not necessarily. Agencies like people go through changes. Sometimes they happen in bunches, sometimes they happen in smaller increments. I think the situation generates some good questions that can be asked as to why there are so many opening. There may be a multitude of reasons. Of course, the hiring manager may be a blubbering mean spirited idiot and it will be difficult to see if that is the case in the interview.

    Good luck!

When I see multiple listings at some agency I also worry that maybe there is an awful boss or awful governing body, and everybody was eager to leave. But, on the other hand, sometimes it is just a result of restructuring. Maybe they decided all at once, after months of meetings, etc, that they need to break the department up in a certain way and add more heads. I hate that you don't know which one to apply for, cause you may be qualified for more than one. And you can't really say "if I don't get job A, would you consider me for job B?" although sometimes they make the decision to do that on their own.

If it gets to interview stage, when they ask you if you have any questions, I would certainly ask why there are so many openings all at once.

Back in the good 'ol days of JobMart magazine, what struck me was seeing ads for the same agency -- not a big city planning department, but just regular mid-sized and small cities and counties -- appear on a regular basis, over and over and over again. That, more so than the simultaneous multiple listings, seems to raise a red flag with me.

I would be a bit concerned about applying for a position with a small planing agency where there's several vacancies being advertised at once, including the planning director. A lot of institutional knowledge just went "poof!", and it'll be a challenge for the newbies to get the department running smoothly again.

See this recent NY Times article for a good discussion of why.

There are places in Va that have...well they have issues. Nope this is not where I work but have interviewed there and have friends who have worked there.

There are several jurisdictions like that around here unfortunately.

My rule of thumb is if you see a job open for a long time somewhere or constantly many jobs open there is a reason. See if you can find folks in the area and contact them about the place.

sgb timely article, and its true I imagine about the exposure to on the street complaints and the pressure of politics etc... to be a city mgr one has to be special i guess

    And Alpena (soon at least).
I'm sorry. Is my bias showing?
