NYS Executive Order #3 - webcasting required by towns?

    Background for non-New Yorkers -
New NYS gov. Elliot Spitzer's third executive order upon taking office required webcasting of all open meetings by July 1, 2007.

    My question -
I had assumed that executive order #3 applied only to state agencies and commissions, but someone just mentioned to me that they thought it also applied to town and village meetings (ie town boards, zoning boards, planning boards, etc.). I can't imagine this would be the case - has anyone else heard this?

I wasn't familiar with Executive Order #3, but I just read it and don't think it would apply to cities (which I wouldn't consider "state agencies"). This website has contact info for the people charged with implementation. You can drop them a line, I'm sure they'll know for sure.
