The planning director was not specific about what prompted the move but said after 25 years in planning, it was time to “reflect on my career.”
Joe Minicozzi, who helped lead the fight over zoning rules and who was later elected president of the Coalition of Asheville Neighborhoods, downplayed criticism of Shuford.
Minicozzi said CAN applied pressure to elected city officials, who hire and fire the city manager, who in turn manages the planning director.
Shuford said the conflicts did not lead to his resignation, and that if they had, he would not have given more than three months’ notice.
“Public service is not for the thin-of-skin,” he said.
