    Best book on comprehensive planning?

    I'm starting a new job, just out of school, on creating a Comp Plan for a city. Anyone have any suggestions on a great book to help out?

    I've got my TJ Kent, but was wondering if anyone knows of another great read

    The history of Master Plans (Comp Plans) is that they always fail. This is because they start out as ambitious "wish lists" and later run into reality when the cost of actually building a road, or anything else, becomes apparent.
    If you want to see a great example look at the failed policy of "concurrency" in Florida. This policy has been embodied in all the Comp Plans and is a total failure. This is a real problem because the state has tried to mandate the Comp Plans as compulsory rather than just optional guidelines.
    If it can't be paid for don't put it in the Plan.

    A Comp plan only serves as a guide. It serves as the basis of a city's zoning code.

    Its not a CIP, and no they do not always "fail". Some are better done and paid attention to than others, but its not some sort of given.
