Minimum building size in commercial zones

Does anyone have any experience with using minimum square footage requirements for buildings in commercial zones? I have a situation in a general commercial zone with a proposed gas station that will consist of a modular unit placed on the site to house a cashier and not much else. The mayor is not happy with the building size (he would like for it to be a bit bigger) even though we have design standards in place. I just can't find any examples of minimum structure sizes in commercial areas.
A word to the wise ain't necessary. It's the stupid ones that need the advice.

In my community we have a minimum building height in commercial zones of 18 feet. No minimum square footage, though.
