I haven't found much on the web for regulating windmills in residentially zoned areas. Any leads?

We generally have them identified as conditional uses within residential zones that have minimum parcel sizes large enough to contain a potential fall within its boundaries and away from any "dwelling units used for human habitation". The conditional use route also allows for public input via a required public hearing. Mixed blessing, I know, but at least then the neighbors have a chance to give their "thoughts" on a small-scale or large-scale turbine (depending on size). Good luck.
