    You may want to contact the City of Waverly. It seems to me that they
    have a voluntary or optional impact fee program for parks and open
    spaces.

    Morning Les,



    The City of Pella is looking again at the possibility of adopting open
    space dedication requirements for new subdivisions. We had looked at
    this before but due to the lack of enabling legislation for the "fee in
    lieu of" it was not done. Now, with our new Comprehensive Plan
    completed, and one of its key recommendations to tackle this issue, we
    are considering it again. I have heard that some cities in Iowa have an
    "optional" provision where they do not require fee in lieu of but leave
    it as an option for the developer to avoid the legal issue. Do you
    know what cities in particular would be good to contact? I have an
    email out to Clyde already in West Des Moines and probably will contact
    Iowa City but maybe there are a few others?
