Waterfront retail development: Baltimore and elsewhere

I am looking for a planner in Baltimore who would be able to answer some questions on the development of Baltimore waterfront with particular regard to retail development.

I am also interested in other US waterfront development schemes which may use retail development as a form of regeneration - i.e the difference between a 'district centre' and a 'world class' destination or extension of city centre.

    Thanks for your help...

In terms of waterfroint areas that serve as more than a purely local attraction, the piers in San Francisco come to mind.

Pesonally, I think that local shopping/restaurant districts should also work very well.
