I have been looking for a full work day for statutes that outline/describe Community Noise Equivalent Levels (CNEL). I have found nothing! I am in the State of California and I know the state has adopted CNELs as their primary sound measuring analysis tool, but I haven't seen in any county general plans, state documents, state departments what CNELs are acceptable for what uses and where.

Furthermore, CNELs totally ignore sporadic loud events like car alarms or gun shots and only measure continual sounds over x period of time for a general area...this seems like an awfully fuzzy way to define sound levels...any thoughts?
