Amount of junk cars and auto body/repair shops

I'm looking for some other opinions and ordinances that deal (mainly in rural areas) with the amount of junked cars or trucks that a auto body shop or repair shop can keep on their property at any given time. Often these junk vehicles are used to yank parts off for current repairs most often with diesel engines. However, at what point does it become an eyesore? We have several sites that have almost more junkers than vehicles they are working off of. I'm trying to find a happy medium as to not impact the businesses.

So what are your experiences with these repair shops?

The Dodge City code has a limit of three. Enforcement, however, is a bit...lax.
