Using electronic billboards for community emergencies

Do you know of anyone who collaborates with the electronic billboard people to use their signs in the event of an emergency such as evacuation, Amber alert etc?

The billboard companies always offer. I view it as an attempt to draw us into their evil ways. Sounds good at first, but how many times in the last x years can you think of a time when you'd really use it? Amber alerts? The freeway (XxDOT) signs seem to do a good job with that.
