    Brownfield site assessments: a worthwhile incentive?

    I'm currently looking into programs that provide site assessment funds as an incentive to promote development. I'm well aware of a MDEQ (Michigan Dept. of Environmental Quality) program that specifically targeted site assessments. Grants of up to $100,000 were awarded to municipalities in hope that phase I & II assessments that the grants covered would promote development activities. Does anyone out there have any experience or knowledge of any other similar programs or efforts to promote the development of brownfields in this manner?

    Wisconsin has a similar program. I wrote successful grants for two sites. One was successfully redeveloped. My successors were not able to pull off the second project. These kinds of programs are good because they can identify risk and help to program a remediation budget for a potential project. It gets the ball rolling.
