How to determine ballpark costs for a pedestrian plan

We are doing ours for $65,000. We are a city of 100,000.

Your post is unclear. Are you the requester or the proposer? Either way, the requester is being taken to the cleaners.

It's all relative. Cities, Towns, Counties, Villages, population, depth of the information you'd like, how far it is, how much work you're willing to contribute will all strongly contribute to the cost. I did a Pedestrian Plan for a town of 1000 for $1,000 plus $2,000 in direct support from the town planner.
As a welcome to the COG gift to one of our Very Small Towns (130 Full Time Residents) I'm writing them a pedestrian plan for $2.36. Roughly equivilant to a cup of coffee and a side of toast at their local cafe.

I'm the City. The OP was seeking ballparks, so I didn't go into detail about the program for the plan, which is substantial. I don't believe $60,000 is do-able for this city, but that's what we received. I expect elements of the program to be eliminated or reduced in order to see the comparative cost reduction in the proposal.

As someone mentioned, it all depends on the scope. How much detail are you seeking? How much existing data is there to work with in developing the plan? How large is the geographic area being covered?
