    Need commercial zone placement help!

    Our city is shaped like a cartoon barbell. At one end is the historic, old part of town and the other end, 4 or 5 miles away, is the newer part. Connecting the two parts is the main thoroughfare through town. It is filled with fast food chains and the usual suspects. When the new interstate highway came by (near the newer part) it pulled most of the retailers/restaurants towards it, leaving the older part of town without retail or food (other then the very sparse Main Street).

    If you can picture my description, we have most residents who live in the old part but who have to traverse down this one strip-mall style road to get to all of the restaurants. To add to the confusion, there are "frontage roads" but they are less than a car length from the main road so it screws up traffic flow. Anyway...

    How do we encourage more development off of this one main road? It's so impractical to have the whole town shuffle one way at lunch and dinner time and then reverse itself afterward. Granted, the highway exit ramp is down there, but there has to be some way to stop this crazy pattern from continuing to pull the town in two different directions. We want retailers and restaurants geared towards our residents and not passers-by. Any help would be greatly appreciated!

    Maybe the problem is a land use and transportation problem. It sounds like there is only one major street to get anywhere, which means a better street network and street connectivity should be a major focus. Of course, achieving this will largely depend on whether this community is growing. Trying to solve this just by relocating your land uses won't work, because you have to have the infrastructure to serve the higher intensity land uses. If there was ever a potential for a corridor plan, this sounds like it.
