    Difference between HUD and CDBG MFI?

    I had been using the CDBG 4-person income limits data as a way to express the average median income in our county:

    Others, including the banks in our county, use the HUD income limits:

    In our county the difference between the two measures is almost $20,000/yr. Which of these numbers is a better reflection of our county's median family income?

    They should be the same. Perhaps you are comparing low/moderate; lower ; and/or median income. Check the definitions and footnotes.
