Try Las Vegas for sure, they pay to have turf removed but its under the auspices of the local water authority
Our municipality believes the best way to get our attention is to increase our water bill 400%. I am on the board that is looking at options but there was a huge outcry that such a large increase is just wrong.
It is all a matter of perspective!!!
