City water conservation plan, any examples?

I have been given the task of creating a water conservation plan for my city's parks and recreation department. I am starting it and won't have much of anything to go off of. Do you know of any examples from other cities I can look at?

Try Las Vegas for sure, they pay to have turf removed but its under the auspices of the local water authority

Our municipality believes the best way to get our attention is to increase our water bill 400%. I am on the board that is looking at options but there was a huge outcry that such a large increase is just wrong.

"you have been given the task" is an interesting clue, El. Try Denver and Aurora, CO. There is a job title Water Conservation Program Admin. in Denver, altho I'm not sure how far she is getting on the ground, it is her task to do what you have been given.
