When rehabing or redeveloping a neighborhood of mixed uses, how have other cities managed the maintenance of the public infrastructure (pedestrian lighting, benches, etc.)? As most rehab and redevelopments, we'd like to see a completely sustainable product that repair and maintain any improvements along the commercial corridor but how does a city manage the costs of energy bills, maintenance and repair when the development is in its intial stages and has not fully developed without the use of a PID or TIF?
