You might want to check out some of the books about advocacy planning by Norman Krumholz, one if its early proponents, such as Making Equity Planning Work.
The concept of advocacy planning or equity planning is "radical", but your keywords aren't a close match to the concept. Advocacy planning involves taking on the role as an advocate for those parties that can't represent themselves in the planning process. Basically, giving power to the powerless by proxy.

I've read a few of his planning related books and essays. He presents a really humane, pragmatic kind of radical planning.
Welcome, Thinner City: Urban Survival in the 1990's is a good short intro to his views.
