I have one that a friend of mine forwarded to me. www.bryan-jason.ca. Most of the headhunters though are for engineering consulting firms although they say they hire planners.
bump for more suggestions
I investigated this option when I was unemployed. I found a couple of groups but none specialize in urban planning specifically. Some are geared to public official jobs like city managers and public works managers and include some planning jobs. Others are groups geared to engineers and occasionally have a planning job or two. There isn't much demand for planning head hunting, especially in this economy.

Hey guys,
I came across your post and would like to share with you in regards to 2 international headhunting firms that specializes in urban planning and urban design. They are juddfarris and macdonaldandcompany.
I had an interview with one of the agents today at juddfarris and he appeared to be friendly and helpful. Considering that I cold call to schedule an interview with them and the agent followed up on my responses.

Anyone know of a good headhunter based in Canada?
This profession is TINY compared to behemoths like accounting, engineering, management, law, medicine, etc. It's still tiny even in a booming economy. We don't have campus recruiters or headhunters. Apart from some websites like Onvia, we really don't even have firms/services that aid consultants in finding RFPs/RFQs. Unfortunately, it is still up to us to find the work/contracts.

On the public sector side, there are a handful of companies that do planning directors in addition to city managers and other director-level positions. Affion Public is one that immediately comes to mind, and is one that I've worked with on both sides of the fence (as recruiter and recruitee). I've also seen Waters Consulting Group.
"Oh, that is all well and good, but, voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same way in any country."

Any head-hunting in our profession is going to be for executive-level positions.
I came across this thread doing a search for "Planner Headhunters" and I appreciate the leads. So, I compiled a list of the names of the head hunter companies mentioned on the thread. I don't think I missed any...
