You forgot to post the link of area.
Blurred spots or poor resolution areas are almost always (over land) areas that a government does not want you to see. Like military posts, intelligence installations and the like. The US does not bother to block these areas as far as I can tell but US instillations in Germany (look north of Vilseck, Germany as an example) do.

I am sure there are more out there but this particular one looks to be the clubhouse in the middle of a private golf course. Maybe there is some nude sunbathing going on?
I know that when Cheney was VP the Naval Observatory in D.C. was obscured but it no longer is.
Edit: After checking again, the Naval Observatory is still blurred slightly compared to the surrounding area but not as significantly as the address you listed in Madrid.

BTW, aerial images of New York State on Google are chocked full of that 'fuzzing', while the similar, and in many ways better, NYS images on Bing Maps are clear.

I think we should demand that they blur out all the "dirty parts" of the world. Lake Titicaca, Grand Tetons, Beaver Falls, Owens Sound (and any other city known as the A-hole of ....), just to name a few.

The Westchester County, NY government went completely overboard with blurring "critical" sites in aerial maps. They blurred out the county office building, the social services center/homeless shelter across the street, as well as the Westchester County Center, a small arena known mostly for its dog shows.

I mean, I know the twin tower bombings happened 30 miles away, but this seems to fall into the "don't flatter yourself" category of excessive security precautions.
