These kinds of places need Neighborhood Electric Vehicles to complement the bicycles for people who are unable to do much physical activity.
It's a good model that I think is workable in more places than people might assume. With increased use of traffic calming, lower speed limits, and separated bikeways / N.E.V. lanes, there's really no reason not to take the next step and to restrict more of the large and dangerous vehicles from accessing several places where there are bound to be conflicts. Retail usually needs access for standard-size cars, though, because the critical mass is not there with just foot traffic from housing and offices, unless sufficient density is provided. And, of course, density is also necessary to keep eyes on the street.
This Bicycle City group would need to include enough housing units and office-industrial square footage, as well as specialty retail and other attractions, to be able to make the concept work. Visitors should be given the chance to borrow or to rent bicycles and N.E.V.'s. And, naturally, high-quality circulatory transit and other public transportation, as well as car sharing at the edges and at transit stations, would go a long way towards making the idea marketable.
How much safety and perceived safety do pedestrians and cyclists require, ultimately, and can it be provided in ways that allow people to keep their standard-size, long-range cars close to home? Beyond slower speeds and drivers that behave better in an urban environment, automation in the future may be able to prevent the human errors that currently cause accidents.
Do standard-size electric cars and similar clean-energy vehicles generate the noise and air pollution that make other cars so obnoxious, and would restricting use of the streets to these inoffensive vehicles be sufficient?
The economic sustainability that is provided by minimizing retail leakage seems to be one of the most important advantages to a model excluding private vehicles that aren't bicycles and N.E.V.'s, as is the ability to better build community by maximizing the quantity of interactions neighbors have with each other.
The whole point of this idea is to encourage people to do more physical activity.
No need for engines.
What happens to seniors or to people who become disabled? Do they eventually have to move?
N.E.V.'s are equivalent to bicycles. Such conveyances are designed to provide many of the advantages of cars while also reducing Vehicle Miles Traveled in the same way bicycles do.
Brakes are the only real concern because they can affect water quality.
