    [IowaAPA] Charitable Donation Drop Boxes?

    How do your communities regulate the Charitable Donation Drop Boxes? Des Moines has a proposal to locate several on church, school, and commercial properties. Our Zoning Ordinance does not currently provide for them.

    If the drop box would be something like a mailbox and were located in
    Pella's commercial districts it would fall under the design review, either
    for architecture or standalone fixture. A design permit would be required.
    Most recently the American Legion proposed and was approved to have a drop
    fixture for proper disposal of old U.S. flags in the Central Business
    District. If such were proposed for other districts (institutional for
    church, for example, these would not be regulated under our Code).

    165.16 DR - DESIGN REVIEW DISTRICT.

    2. Site Development Regulations. A design permit is required for the
    following activities: Any commercial building within the DR District shall
    be reviewed for architectural compliance to Dutch Architectural themes or
    other historical significance. Architectural details include any
    construction, maintenance, repair, alterations, modifications, painting,
    repainting, signs, graphics, visual displays, outdoor furniture and
    fixtures. A design review permit is not required for any structure that is
    painted or repainted when the color used is the same as the color approved
    in the original building or design permit. The replacement of outdoor
    furniture, fixtures and visual displays that are consistent with a prior
    permit shall be exempt from a design review permit. Single or two-family
    residential uses in a commercial zoned area are exempted from design review
    unless they are located in a DURE Overlay District.
