In FLorida, this is handled on the state level and delegated to local water management districts. Anyone doing a construction project has to get an ERP before they start. I'm most familiar with the Swiftmud version:

Maryland is similar, as erosion issues hare handled by the state MDE:

It seems that, in the states I am most familiar with, there is no need to have a local erosion control ordinance as state law/regulation covers it.
