    Am I totally deluding myself...

to think that I can get into a graduate level urban planning program with no relevant job experience? My grades and GREs are great, I can provide good recommendations, and I can write whatever I need to. I have worked, just nothing I wouldn't be embarrassed to put on an application. I have some limited volunteer experience with transportation advocacy.

Ummm no. Most grad students have little to no experience. However, that doesn't mean you should try in between apps. Go volunteer somewhere such as a transportation advocacy group like your doing now or an agency.
Men do dumb $hit... it is what they do to correct the problem that counts.
